Research collected and checked October 14, 2026.
A basement-window project can involve a product selection, an opening in an existing wall, an exterior well and a change in how a room is used. A useful permit packet lets the reviewing office connect those pieces.
We compared three official municipal documents and extracted 13 selected submission checks from Wheaton and Westmont, Illinois, and Indianapolis, Indiana. The documents cover different scopes, from residential window replacement to broader residential remodeling. Every observation records a published instruction. We did not collect rejected applications, correction letters or approval outcomes.
The practical lesson is to match the paperwork to the exact work before assembling the drawing set.
1. Check whether the form covers the opening you plan to change1. Check whether the form covers the opening you plan to change
Westmont's window-and-door sheet is explicitly for inserts. Its opening note says changes affecting the structure's loading, including header or lintel alterations, require plans signed and sealed by an Illinois architect or structural engineer. The same sheet requests manufacturer information about the clear opening and energy performance, plus the building side and floor level. Westmont window-and-door specification sheet, page 1.
That scope boundary matters when preparing an egress project. Describe whether the existing opening stays, grows or moves, and whether the work changes its support. Ask the office which submission path applies to that scope. An insert-replacement form alone does not establish the requirements for cutting a new opening.
2. Make the existing-to-proposed change visible2. Make the existing-to-proposed change visible
Wheaton's residential window guidance asks for architectural plans when opening sizes change. Its list includes a plan view, elevations, existing and proposed dimensions, header size and span, bearing supports, framing below the new opening and electrical changes. It separately requests the manufacturer's model-specific energy information. Wheaton residential window instructions, revised September 1, 2026.
For preparation, give each proposed window a consistent identifier across drawings and product documents. Keep dimensions for the wall opening and the usable window opening clearly labeled. This cross-reference is our suggested organizing step, not an additional municipal rule.
3. Carry the room's use into the remodel plans3. Carry the room's use into the remodel plans
Indianapolis's residential checklist has a separate Remodel block. It requests floor plans for the affected floors, identifying proposed work, existing and proposed room uses, smoke-detector locations, doors and windows, along with wall, window and door framing details. Its Common Additional Details section also lists bedroom egress labels and a demolition plan. Indianapolis Residential Plan Submittal Checklist, pages 1–2, printed February 10, 2025 and linked from the city's checklist page.
This is broader remodeling guidance. It is not a dedicated window-well specification. Confirm its current applicability with the department, particularly for a window-only project. For background on the rest of a basement conversion, see Basement Finishing Permits: What Actually Gets Checked.

Use this preparation workflow alongside the reviewing office's complete current instructions:
- Write the scope: existing opening, proposed change, structural work and any change in room use.
- Record the source, revision date and project category for each local checklist you use.
- Connect every selected window model to its location on the drawings.
- Cross-check product specifications, dimensions and drawing labels for consistency.
- Keep demolition and new work distinguishable. Identify any unresolved design or professional-seal questions.
- Put unverified requirements on a question list. Silence in one checklist does not establish an exemption for drainage, zoning, other trades or inspections.
What this comparison establishesWhat this comparison establishes
These are selected document requirements from three offices in two states, not a ranking of review practices or a complete code analysis. The dated row-bearing sources span July 2024 through September 2026. Five candidate records from Oak Creek, Wisconsin, were excluded before publication because we could not verify their current official source. They are not part of the published count or dataset. Westmont's current permit page also flags ordinance updates and cautions that guide zoning references may be outdated. We have not used those references to establish current design limits.
The accompanying CSV dataset, JSON dataset and methodology preserve each instruction's source, scope and date. It cannot tell you how often a requirement is missed, how long review will take or whether a particular design will be approved.
